Espoo is located on the outskirts of Helsinki and is Finland's second most populous municipality. The Espoo Cultural Center is basically a large civic center-slash-arts complex, beautifully designed by architect, Arto Sipinen. The center houses the Library of Tapiola and hosts a variety of art and musical events.
